Running miniupnpd on a Ubuntu PC and browsing for uPnP devices on a second Windows 7 PC works as expected.

However, when I connect both the linux and Windows PC to the same network switch (without any sort of router) and assign them both link local addresses, this does not work (I can not see any uPnP devices on the Windows PC). This is an attempt at getting uPnP to work over a private link-local based network).

Both of these PCs can ping each other however.
Also, I've configured miniupnpd to allow the correct address/subnet range and the correct network interface.

Isn't uPnP meant to work over link-local addresses as well?

I don't think UPnP can work over link-local addresses. What is the point anyway if the machines cannot access internet ? (link-local addresses are not routable)

Please see http://upnp.org/specs/arch/UPnP-arch-DeviceArchitecture-v2.0.pdf
