The configurable rule cleaning removes unused rules, but what if a rule is used for a bit then the client disappears without removing the rule. Is there a way to check for rules that are no longer in use and purge them - or maybe that is what the function does already - if so I don't see where the usage counters are reset?

The rule cleaner remove unused rules by comparing the counters with the counters stored some time before. So the counters dont need to be reset.
